China and Russia are openly preparing for war! They have been preparing for decades! And if America does not act soon,
we may soon cease to be a Nation! The Facts presented in this article ought to wake up all who have been fast asleep during
the Clinton years, and have not noticed how much more at risk of attack our country is now than it was in 1992. That risk
has not only been compounded by China's theft of our nuclear secrets; it has been worsened by Russia's continuing threats
and military build-up. What makes this even more sickening, is that they have been using American Dollars, China through
a massive trade deficit, and Russia through Western Aid, to build up their Armies and weapons of mass destruction! As you
read through this article, I hope you see the Real and Present Danger that we now face!
China:
There is a new study by the Department of Defense of a recently declassified Chinese military document, which shows that
communist China is making plans for war. This document incorporates some 600 translations internal Chinese communist
writings by 200 different authors. It clearly states that the Chinese communists view us as the enemy! This
recently-declassified Chinese military document states communist China will first conduct a "Vietnam"-like conventional war
against American forces, and then eventually fight a nuclear war against the U.S. homeland. The document, recently
translated by an American intelligence agency, was sent by the Chinese army central command to all the regional garrisons
and army corps headquarters in China. According to the August 1999 policy document published by the People's Liberation
Army Office of the Central Military Command, China is "willing to sustain major losses of our armed forces" in exchange
for large losses of U.S. military personnel. The Central Military Command is the party command structure of the People's
Liberation Army -- that is, the people who make policy for the Chinese military. "If the U.S. forces lose thousands of men
under our powerful strikes, the anti-war sentiment within their country will force the U.S. government to take the same path
as they did in Vietnam," states the Chinese army document. Titled "Watching Closely for Changes in Relationships with
Taiwan and Enhancing Awareness of Military Leadership of Current Situation," the Chinese strategy document also
describes a horrible scenario of nuclear war with America. "In comparison with the U.S. nuclear arsenal, our disadvantage
is mainly numeric, which in real wars the qualitative gap will be reflected only as different requirement of strategic theory. In
terms of deterrence, there is not any difference in practical value. So far we have built up the capability for the second and
third nuclear strikes and are fairly confident in fighting a nuclear war. The PCC (Communist Party Central Committee) has
decided to pass through formal channels this message to the top leaders in the U.S." The document also noted that recent
U.S. combat experience cannot be compared to a future war with the enormous People's Liberation Army. China is capable
of fielding millions of troops, and has over 5,000 aircraft that can be thrown into a battle over Taiwan. In addition, the
Chinese military noted it had a substantial edge in fighting a tactical nuclear war with American forces in the Pacific region.
"In terms of air defense, it is impossible for the U.S. Air Force to enjoy the kind of dominance which they maintained in
Iraq or Yugoslavia" noted the Chinese army document. "It can be safely expected that once the U.S. launches an attack, the
front line of U.S. forces and their supporting bases will be exposed within the range of our effective strikes. After the first
strategic strike, the U.S. forces will be faced with weaponry and logistic problems, providing us with opportunities for
major offensives and win large battles." The document further states, "Unlike Iraq and Yugoslavia, China is not only a big
country, but also possesses a nuclear arsenal that has long since been incorporated into state warfare system and play a real
role in our national defense." "During the last crisis across the Taiwan Straits, the U.S. tried to blackmail us with their
aircraft carrier(s), but when their spy satellites confirmed that our four nuclear submarines which used to be stationed at
Lushun Harbor had disappeared, those politicians addicted to the Taiwan card could not imagine how worried their military
commander were." The Chinese military command also outlined its plan for a quick victory by using overwhelming
numbers in a massive assault against Taiwan. "Taiwan occupies only a small area. Although the quality of its equipment is
not too bad, its quantity is limited. It is obvious that after the first fatal strike, the Taiwan forces have no way to organize
effective resistance. Under such circumstances, we will be able to control Taiwan before the U.S. intervention and then
concentrate our forces to fight the U.S. Based on this scenario, it is impossible for the U.S. to force us to fight on two
fronts when it tries to protect Taiwan." The Chinese army document also noted that the Chinese diplomatic attack has started
in the "war" with America. According to the military, recent Chinese diplomatic efforts successfully lined up a solid wall of
support from the other Asian powers, allowing the Chinese army to move forces south in preparation for an invasion of
Taiwan.
China has also been purchasing massive amounts of weapons systems from Russia! Missile Systems, Advanced Nuclear
Submarines, Tanks, the latest in Russian Jet Fighter technology. They are on a spending spree! With the huge profits from
trade with the U.S. and other Western countries, China can buy up-to-date Russian weapons systems and military-related
technologies. Currently the flow of modern Russian weapons and technology to China makes up 40% of all Russian arms
exports. These exports are of high quality and are intended to bring China to the cutting edge of military preparedness. For
example, two modern Russian destroyers armed with supersonic anti-ship cruise missiles are now being delivered to the
Chinese navy and two more are in progress. One of the two Sovremenny-class destroyers, armed with nuclear-capable
Sunburn missiles, joined the Chinese navy in February; and the second one will be delivered later this year. Additionally,
four Russian Kilo-class quiet submarines have joined the Chinese navy, while negotiations for two or three more are under
way; and Russia is helping build China's new nuclear-missile submarine. Russia has already delivered dozens of modern
combat aircraft and is completing sales of hundreds of additional fighters, bombers and other air-force weapons systems.
The two countries have now reached agreement on space cooperation, including its military use. What other purpose could
there be for such a military build-up, and for the plans outlined in the recently declassified Chinese military document, other
than preparations for an eventual war?
President Clinton has allowed the Chinese Communists into the highest reaches of our military defenses, and made available
to them significant portions of our advanced military technology and superiority, as well as allowing control of the
Panamanian Isthmus to be secured by commercial entities identified as possessions of the Communist Chinese military. In
other words, he has given the Panama Canal to China, and given them our most advanced weapons systems!
Russia:
Moscow's increasing hostility towards the United States is one of the most underreported stories of the latter 1990s. Despite
their assurances that they are now friends of the West -- after opposing the West and NATO for over 70 years -- the truth is
Russia has remained a communist nation at heart. That they were anything else was spurious when it was first proclaimed,
and it is spurious now. The only difference is now Moscow's flirtation with western democracy and western-style economic
reforms is in its death throes. And with Russian President Vladimir Putin in control, things can only get worse. Putin is a
militarist. He loves the Russian army. And let's not forget Putin's KGB background, (Putin was a KGB careerist, and was
the chief of Russia's dreaded secret police). He seeks to return Russia to the Great superpower it once was! In early January
2000, Putin became the Chairman of the Council of CIS heads of state. In other words, he became the ostensible chief of the
former Soviet Union (now called the Commonwealth of Independent States, which includes all the former Soviet republics
excepting the Baltic States).
Many other recent events have given rise to cause concern. Several examples -- both recent and past -- should substantiate
this:
****Russia has been using western and U.S. IMF aid not to dismantle and deactivate their huge nuclear arsenal but to
instead maintain and improve it. Since 1993 Moscow has spent billions developing and deploying new nuclear weapons
systems, including the most recent deployment of the road-mobile Topol-M ICBM. Ten of these MIRV giants have been
deployed, and Moscow has plans to deploy at least ten more per year over the next several years.
****Russia is currently engaging in building a huge underground "command and control" complex outside Moscow.
Ostensibly, Russian officials have said that the bunker is needed to "maintain control" over the country in an emergency.
Defense intelligence experts know better, however. Designed to hold some 35,000 people for months on end, there is a
railway leading directly from Boris Yeltsin's Dacha to the facility. And as far as our side can tell, this bunker is being built to
make sure the Russians have a command and control apparatus in the event of nuclear war. The question is: Why do they
still worry about nuclear war if they're so chummy with us?
****Russia and China have signed increasingly mutually cooperative agreements which include, but are not limited to,
defense. Russia is allowing China to purchase state-of-the-art warplanes, is going to let China build them under license, and
has sold China top of the line warships and, some think, China's first aircraft carrier. This is a unique development,
considering China and Russia were stationing scores of combat troops on each other's border just two or three years ago.
****Though quickly retracted last fall, it is believed that Russia now has a version of a stealth fighter. Whether that's true
or not, it is known that Russia, with the help of Czechoslovakian designers, now have a radar system that is capable of
locating our stealth fighters.
****Russia is still building state-of-the-art surface-to-air missile systems, has a new class of nuclear powered submarine
under construction, is upgrading all of their most recent fighter planes, and plans to put more emphasis on readying Russian
troops over the next several months.
In 1985, under President Reagan, the United States Army had 27 divisions. Today, we have 10 divisions. In 1985, we had
37 Air Force wings. Today, we are down to 13 wings. In 1985, we had 546 ships in the United States Navy. Today, we
have 339. While Russia and China build and grow, we continue to downsize. And what moderate forces we have left are
being stretched to the limits illegally playing the World's Policeman! Since the crisis in the Balkans erupted on March 24,
Russian troop strength has increased significantly. Over 169,000 Russians were recruited in a special call-up in April. In the
last twelve weeks close to 100,000 Russians have volunteered for military service. Add this to the normal Russian draft,
which inducts half a million annually. We also know that Russia called up marine and naval reservists, who engaged in huge
naval amphibious exercises in the Pacific and Black Seas. If this were not enough for a dramatic reappraisal of Russia's
existing strength, it should be noted that Moscow often extends enlistment's, retaining large numbers of soldiers who would
otherwise be demobilized. As everyone knows, the crisis in Kosovo was the ideal excuse for such extensions.
Col. Stanislav Lunev is the highest-ranking defector from the Main Intelligence Directorate of the Russian General Staff.
Lunev said in an interview last August that Russia retains the same number of generals as during the Cold War, even though
the troop numbers are smaller. Lunev stated that it only takes eight weeks to make a soldier, but two years to make a
division commander. Even more time was necessary to train corps commanders, army commanders, and military district
commanders. Why did Russia hold on to so many generals? Lunev thought the Russian generals were being kept so that
Russia could put its Soviet-era armed forces back together in a matter of weeks, while the United States would take years to
rebuild its divisions, air wings, and fleets. Thinking back on Lunev's statements of last August, and now looking at the
huge Russian recruitment's of 1999, Lunev's concerns have been justified. Russia may be on the way to reestablishing its
once formidable conventional military strength.
But more significant than the increased Russian conventional strength is the unprecedented strength of the Chinese People's
Liberation Army, which gives every indication of being allied to the Russian military. The Chinese armed forces have
approximately 4.5 million men. This is the world's largest military establishment. In recent days the Chinese held
remarkable war exercises in Tibet, involving large numbers of paratroops and motorized hang glider units. These troops are
said to have remarkable qualities. They can cross impassable mountain terrain, making attacks far behind enemy lines. They
can strike at isolated mountain bases, or bypass strong points. In addition to the Chinese conventional threat, there is the
North Korean army. Approximately one million strong, the North Korean People's Army is currently poised to attack
American and South Korean units. Add to this the armies of other rogue states and it quickly becomes evident that America's
10 divisions and 13 air wings are overextended.
Conventional forces, however, are only one measure of the balance of power. Weapons of mass destruction are another
measure. According to official sources, the United States and the Russian Federation each have approximately 7,000
strategic nuclear weapons. But this estimate of Russia's nuclear strength assumes that American spy satellites can keep an
accurate count.
At this time our nuclear force is a shell of what it once was, which would be just peachy if the United States did not face any
threats to our existence from potential enemies with similar or better nuclear capabilities. But America does face those
threats, and the list of countries that could be aligned against us in the future is growing. Worse, the U.S. has either directly
provided much of the necessary upgrading technology or, at a minimum, has -- via the taxpayers -- paid for upgrading the
newest weapons systems. Hostile countries are now fielding those weapons and, if you care to, you can take a guess as to
where they are being aimed. It's one thing to shut down a tank production line or scale back the number of B-2 bombers you
plan to build. But in this day and age, it's quite a different (and more dangerous) thing to unilaterally rid yourself of nuclear
weapons. But that is what the Clinton administration is doing. Here's a rundown of our current unilateral nuclear
disarmament:
****Clinton has signed Presidential Decision Directive 60, which changed the onus of our nuclear response. In the past the
U.S. military has been able to "respond on warning" of a nuclear attack. No longer; Clinton has required our military
commanders to receive direct approval from him before they can order the retaliatory launch of U.S. nuclear weapons
against a country who launched at us first, even though U.S. commanders would know within seconds -- via satellite --
when an enemy's missiles were launched, and from where.
****Clinton has ordered that America reduce her nuclear warhead deployment to 2,500 warheads -- far fewer than Russia,
and before Russia has even considering ratifying a treaty limiting warhead deployment. This means, essentially, that the
doctrine of "MAD" -- Mutually Assured Destruction -- no longer applies because the Russians can destroy our retaliatory
capability at once, and still have enough inventory in reserve in case they need to launch further nuclear strikes.
****Though considered at one time, the Clinton administration has killed any effort to build an U.S.-version of a mobile
nuclear ICBM. The conventional nuclear missile deployment wisdom in other countries rejects the notion of a fixed
in-ground launch site because of the US's ability to locate and target those sites. And since those countries do not possess
the number of weapons America has, they have opted to build and deploy mobile missiles because they're harder to target
and destroy.
****According to Joel M. Skousen, a political scientist and avid Russia analyst, "The most savvy Soviet-watchers can
point to a host of evidence indicating that the so-called 'collapse' was engineered to disarm the West and garner billions in
direct aid to assist Russia while inducing the West to take over the economic burden of the former satellite states. But the
most ominous evidence is found in defectors from Russia who tell the same story: Russia is cheating on all aspects of
disarmament, and is siphoning off billions in Western aid money to modernize and deploy top-of-the-line new weapons
systems aimed at taking down the U.S. military in one huge, decapitating nuclear strike."
****Clinton has refused to acknowledge the absolute necessity of an advanced anti-ballistic missile defense system (ABM),
even though the proliferation of these weapons has increased nearly 5-fold since he became president.
****Clinton has ordered all nuclear weapons production halted, while the Russians, Chinese, Indians, Pakistanis and
North Koreans continue to develop them. Our current top ICBM, the Peacemaker, is over ten years old and the technology
is stagnant.
****There are reports that the new Russian Topol-M ICBM has technology incorporated within its warhead that scrambles
U.S. radar signals necessary to target them with an ABM system. Without new research and testing, the U.S. cannot
possibly develop the necessary countermeasure to defeat this technology, which leaves us vulnerable.
****While the Russians especially have a large and complex civil defense program, the U.S. has abandoned any notion of
civil defense, leaving every man, woman and child at risk during a nuclear attack.
****PDD 60 also forbids any naval sub nuclear retaliation without direct contact with the president. This is a mistake
considering any first strike by an enemy would almost certainly destroy most, if not all, U.S. communications links.
Clearly, military policies like these serve only to weaken this nation and commit it to suicide. What I can't figure out is
where in the United States Bill Clinton thinks he'll be safe from the fallout of countless nuclear attacks made possible by his
own clueless irresponsibility?
Giving U.S. intelligence the benefit of the doubt, strategic nuclear weapons may be too large to hide, but tactical nuclear
weapons are another matter altogether. According to intelligence sources, the United States cannot track Russian tactical
nuclear weapons. Various means exist for masking the distinctive radioactive signature of these weapons. For example,
tactical nuclear weapons can be stored near nuclear waste disposal areas, nuclear power plants, or near stockpiles of
plutonium or uranium. This masks them from detection. There are other, more sophisticated techniques for concealing such
weapons. Russians had developed the ability to pack large numbers of tactical nuclear warheads onto intercontinental
ballistic missiles. Sixty tactical warheads might be packed into one missile. Using special technology, these warheads would
break apart shortly before reaching an urban target area and explode at set distances from one another, blanketing a sizable
area with small nuclear explosions. This is more destructive than an attack with several large nuclear weapons. Sixty tactical
nukes are more effective than 10 larger bombs. They could deliver greater destruction to a wider area at less cost.
Since the Russians do not allow arms control inspectors to visit key sites inside Russia (like Yamantau Mountain, a deep
underground military facility the size of metropolitan Washington), there is reason to believe they have something to hide.
Russian treaty violations are common. Often the Russians simply state that they are unable to comply with treaties they have
signed. The greatest Russian treaty breaking has been in the area of chemical and biological weapons. According to
Yevgenia Albats, the courageous Russian journalist, Russia diverted Western aid to build a chemical weapons plant. This
plant was a clear violation of a chemical warfare agreement made with the United States. It was also discovered, in 1996,
that Russia was developing a new binary chemical weapon. "Binary" means that the weapon consists of two elements,
which are harmless until brought together in a warhead. Stored in separate locations, these "harmless" materials can be
passed off as industrial chemicals or fertilizers. This is the ideal type of weapon for concealment.
Between 1988 and 1992, Dr. Ken Alibek was first deputy chief of Biopreparat, the Russian state pharmaceutical agency
responsible for developing and manufacturing Russia's biological weapons. Alibek describes Biopreparat as a "clandestine
empire of research, testing, and manufacturing ... spread out over more than 40 sites in Russia and Kazakhstan."
In 1992, after Yeltsin came to power in Russia, Alibek defected. He told the U.S. that Russia had been stockpiling hundreds
of tons of anthrax, dozens of tons of plague and smallpox. The ultimate target of these illicit arms? The United States of
America. "If I had stayed in Russia," wrote Alibek last week, "I would have been a major general by now and you would
never have heard my name." Biopreparat was created about the same time Moscow signed the Biological Weapons
Convention of 1972. The Russians agreed to stop making biological weapons. But, as Alibek's testimony shows, Russia
was determined to develop a devastating biological warfare capability. Kremlin leaders always emphasized that as the arms
control process developed, nuclear weapons would be reduced. In that event Russia would rely on secret stockpiles of
biological material as a substitute for nuclear weapons.
Two years after Alibek defected to the West, The Sunday Times of London reported that Russia had developed a new
germ-warfare agent. The article said that 440 pounds of this material could kill half a million people, and the West had no
antidote for it. Russia's deceptiveness -- especially during Yeltsin's presidency -- is well documented. Russia is way ahead
of America in lethal biological and chemical weapons. In terms of the overall balance of power, Russia purposefully depicts
itself as weak and helpless. But the reality is very different. America's military superiority ought to be questioned. We are
without lethal biological weapons. We have closed down our chemical weapons plants. Our nuclear stockpiles are seriously
diminished, and we no longer manufacture the tritium that our nuclear weapons need to maintain their full explosive
potential.
Like the China scandal, perhaps the truth is Russia isn't the helpless, hapless and toothless superpower the Clinton
administration would have us believe. After all, virtually everything they have told Americans about the Chinese has been
incorrect at best and an outright lie at worst. Why should anyone believe them about Russia, considering how Russia is
behaving? Nations that feel comfortable -- really comfortable -- with their global neighbors don't fly long range bombers
into their neighbor's territory, and certainly not to the point as to trigger a defensive response from that neighbor. After 11
years something has caused Russia to feel the need to reassert herself to the West and, in essence, to the world. This is
coming on the heels of so much advanced military development in the country of Russia's newest partner -- China.
Something's wrong with this picture of "global peace."
Nearly all Soviet and Russia-watchers would call the above paragraphs "fanciful" and "paranoid." Unfortunately,
name-calling is not an honest way of coping with a large body of evidence, and a growing body of testimony. Many
Russians and Eastern Europeans, who have been interviewed, have stated that ongoing Communist and secret police control
of the former Eastern bloc is rather obvious. They cannot understand why this isn't noticed by Americans or others in the
West. They point to cultural factors to explain Western blindness. It would be one thing if testimony about a fake Soviet
collapse only appeared after the collapse.
But published testimony about a Russian plan to fake the collapse of the Communist bloc first appeared in the autobiography
of a high level Czechoslovakian defector in 1982. In his book, "We Will Bury You," Gen. Jan Sejna talked about being
briefed on a plan to fake the collapse of the Warsaw Pact. According to Sejna, the Pact would secretly remain in existence
after the collapse, maintained through secret committees. In 1984 another defector source went public. In his book "New
Lies for Old," KGB Maj. Anatoliy Golitsyn claimed to have direct knowledge of a secret Kremlin plan to fake the collapse
of the Eastern bloc. He said the plan was officially adopted in 1960, and that its target date for completion was the year
2000. Golitsyn's book anticipated the coming down of the Berlin Wall, the reunification of Germany, the collapse of the
Warsaw Pact, and the Communist Party giving up its monopoly of power in Russia. Golitsyn made over 130 predictions in
his 1984 book. These were based on his knowledge of Soviet strategy and the psychological warfare technique on which it
is based. A researcher made a list of Golitsyn's predictions several years ago and found him to have more than 90 percent
accuracy. Golitsyn's successful predictions beg further analysis, because as every social scientist or intelligence analyst
knows, no methodology has that kind of success unless its underlying assumptions are generally correct.
People may say that I am wrong, that my view is a throwback to the Cold War. Perhaps, but at the same time, those who
disagree must try and explain the accuracy of KGB defector Golitsyn's predictions about the Soviet Union. And they must
try to explain why Vladimir Putin's Russia continues to prepare for war and why the two greatest powers of the former
Communist bloc -- Russia and China -- are now joining forces on matters of Military defense. If my analysis and
conclusions are wrong, why do they offer a more satisfactory explanation for actual Russian and Chinese behavior, than the
notion that Communism's collapse was spontaneous and genuine?
If China were to move against Taiwan, North Korea against South Korea, Iran and the Muslim states against Israel, and
Russia against all former Soviet Bloc States, all at the same time, we would be overwhelmed. Their next move would be
against us. As it stands now, we would easily fall! The rest of the western world would NOT rush to our defense! The
threat to the end of America as we know it is real, and a lot closer than you think. The fact that you hear nothing of this
troubling information on the evening news only substantiates that communist corruption has reached well into the highest
offices in government, and we have been lulled to sleep for to long.
So, in light of all the evidence to the contrary, how can anyone claim that America is the last remaining Superpower? With
just one nuclear explosion high in the atmosphere above the US, all our electronics and "Smart Weapons" would be
rendered useless! Then, having to rely on just our conventional forces, we would be on par with countries like Chile or the
Philippines. Meanwhile, Russia, China, and India are forming a defense pact, which when signed, will create the largest
Military power ever assembled on Earth! And when you add in Iran, and the other Muslim nations, it is too staggering to
even think about! Without a large, modern, and devastating nuclear arsenal, and a state of the art missile defense system, we
will be open to attack from these nations, who see our situation as it stands now, as an opportunity to defeat us! All
branches of the service are stretched to the limits, low on weapons, ammunition, and spare parts. Our best and brightest are
retiring in droves, including our best Pilots! America is in serious Trouble. Unless the downsizing of our Military is
reversed, and quickly, America is ripe for the pickings! This is a very serious situation, which is getting very little attention.
With such an inept Commander in Chief, it is up to Every American to take the lead in seeing that this issue achieves the
immediate attention it deserves! We can stop the Chinese by cutting trade relations. We all must urge the Congress to turn
down Chinese membership in the WTO and turn down most favored trading status. Or U.S. citizens can do it themselves,
bypassing an inept Congress and a deceitful President altogether by simply boycotting red Chinese goods. It's as simple as
that. Wake up America! We must act now to reverse this, out of Love for our Country, and a concern for our Children's
future!
