The "Y2K" millennium bug crisis is coming--less than a year away, and our still-president, William Jefferson Clinton, wants us to know that he is aware of the potential chaos and that he is doing something about it. Hence, he signed PDD63, which, the threat of possible "Islamic Terrorist Cell" attacks, attacks by "extremist right wing militias", or attacks by "Cultic Armeggeddon Freaks" a-la Heaven's Gate, is particularly targeted to deal with "cyber-based" attacks:
"The United States possess both the world's strongest military and its largest national economy. Those two aspects of our power are mutually reinforcing and dependent. They are also increasingly reliant upon certain critical infrastructures and upon cyber-based information systems.
"Critical infrastructures are those physical and cyber-based systems essential to the minimum operations of the economy and government. They include, but are not limited to, telecommunications, energy, banking and finance, transportation, water systems and emergency services, both governmental and private." Once independent of each other, technology has made these systems "interdependent, increasingly automated and interlinked," creating "new vulnerabilities to equipment failures, human error, weather and other natural causes, and physical and cyber attacks." By whom?
"Because of our military strength, future enemies, whether nations, groups, or individuals, may seek to harm us in non-traditional ways including attacks within United States. Our economy is increasingly reliant upon interdependent and cyber-supported infrastructures and non-traditional attacks on our infrastructure and information systems may be capable of significantly harming both our military power and our economy." That is why, "President Clinton intends...to swiftly eliminate any significant vulnerablility to both physical and cyber attacks on our critical infrastructures, including especially our cyber systems." No later than the year 2000, that is. Does that date sound familiar?
It doesn't take a rocket scientist to figure out that what Clinton refers to is y2k, as well as the aforementioned Islamic, militia, or cultist "terrorism" he and the controlled media are constantly shoving down our throats. (I'm not saying such threats aren't there. I'm saying that such threats are mainly a pretext--further, I believe if such threats exist, good chance is Clinton and company will know about it first.). Under topic 3, "A National Goal", read that in no less than 5 years the US should have the capacity to "protect our nation's critical infrastructures from intentional acts that would significantly diminish the abilities of (1) the Federal Government to perform essential national security missions and to ensure the general health and public safety; (2) state and local governments to maintain order and to deliver minimum essential public services; the private sector to ensure the orderly functioning of the economy and the delivery of essential telecommunications, energy, financial and transportation services. Any interruptions or manipulations of these critical functions must be brief, infrequent, manageable, geographically isolated and minimally detrimental to the welfare of the US.
"National security missions"? "order"? "minimum public services? "essentials" only? Read between the lines here. Most of the y2k pundits tell us nothing much is going to happen with y2k, everything will be fine. So then why is it Clinton is trying to prepare us for an all-out-"Mars-attacks"-type attack? Do I sound like one of those "conspiracy freaks" "they" are always warning you about? No, "they" do!
Another pretext for more bureaucracy is now upon us. "The Federal Government will appoint from a designated Lead Agency (read FEMA--BD) a senior officer of that agency as the Sector Liaison officer to work with the private sector...and will identify a private sector counterpart to represent this sector." All of this has to be done to "seek to avoid outcomes that increase government regulation or expand unfunded mandates to the private sector" (!) Talk about Orwellian Newspeak!
Of course, "input from Congress" is advised in coordination with FEMA in a "shared responsibility and partnership" between owners, operators and government, and, of course, consumers: "Care must be taken to respect privacy rights. Consumers and operators must have confidence that information will be handled accurately, confidentially, and reliably." Note the use of the word "confidence". The heck with whether these privacy rights are actually upheld. Just so long as people believe they are being upheld is the main thing! You know, the same "confidence" that keeps the worthless paper currency we have afloat? The dollar, remember, was once backed by gold and silver and is now backed only by public confidence. When that disappears, the dollar will collapse completely.
After stating such as "The Federal Government" will serve as an example as to how government/private sector should be run in case of emergency (again--the feds as an example? You're joking! Since when do they run anything efficiently? Or shall we see just how "efficient" they can be under the guise of bureaucratic bungling?), the document goes on to list how government/private sector is to continue. By the way, no where is Congress--our elected representatives--included in this. Nor the Supreme Court. Just the Executive Branch. Dictatorship? Just how close can it get?
